Ukraine’s Foreign Policy: Current State, Trends, Prospects

The expert survey conducted by the Razumkov Centre and the Public Council at the Ministry of Foreign Affairs of Ukraine with the support of the Hanns Seidel Stiftung focuses on the factors influencing Ukraine’s foreign policy position, prospects and peculiarities of national diplomacy and its important component — European and Euro-Atlantic integration.

In the course of the survey, experts assessed the nature and impact of global trends, the level and effectiveness of foreign assistance, identifying the countries that are most helpful in countering russian aggression. Respondents described the effectiveness of Ukraine promoting its interests and initiatives globally, as well as the state and problems of European and Euro-Atlantic integration. Quite interesting are the expert opinions on the timeframe for Ukraine’s EU and NATO accession.

The results of the expert survey give grounds for the following generalisations and conclusions.

State-Public Cooperation In Ensuring Social Resilience During the War in Ukraine

This publication was prepared by the Razumkov Centre based on the results of the research project «Best foreign practices and Ukraine’s experience in implementing state-public partnerships in civil defence», supported by the Hanns Seidel Stiftung in Ukraine. The publication analyses foreign experience in ensuring social resilience, civil preparedness and defence relevant to Ukraine; briefly assesses Ukraine’s achievements and challenges in this area; and presents general proposals and recommendations, as well as summarised results of in-depth interviews with commanders of volunteer units of territorial communities in five regions of Ukraine.

The publication will be useful for members of relevant authorities and local self-government bodies, academics, specialists in the field of security systems at the state and local levels, students, and others interested in the issue.

Civil-Military Co-operation in Protection of Civilians During the Ukraine War

This publication by the Razumkov Centre presents the findings of a research project of the same name supported by the Hanns Seidel Stiftung in Ukraine. It provides an analysis of foreign practices in civil protection and civil-military co-operation with a focus on their relevance to Ukraine, presents a brief assessment of adequacy of Ukraine’s current capabilities in this area, and offers general recommendations for improvement. Additionally, it includes the results of a survey among representatives of local authorities and self-government bodies on the cooperation between the state and territorial communities in protecting the population in times of fighting.

The publication is intended to benefit various audiences, including relevant state and local officials, academics, security experts at the state and local level, students, and individuals with an interest in these topics.

The Impact of Migration Processes on the Post-war Recovery of Ukraine and the Migration Policies of the EU and Eap Countries

The present study focuses on the current processes of forced emigration, with respect to the Eastern Partnership (EaP) as an initiative aimed at developing civilised migration processes with the EU countries.

Russia’s full-scale aggression has created new challenges and threats for Ukraine itself, for the EU countries as providers of temporary asylum to Ukrainians fleeing the war, and for other countries hosting Ukrainian refugees. The latter include the EaP countries — Moldova, Georgia, Armenia, Azerbaijan, and Belarus.

The Razumkov Centre would like to express its gratitude to all experts, who took part in the expert survey and discussion, for their contribution to one of the project goals, which is to establish and promote a competent dialogue between the NATO, the EU and Ukraine, as well as between government and civil society at the national, regional and European level.

Ukraine: 30 Years on the European Path

The publication presents three thematic chapters and sociological data. Each chapter includes corresponding sections (from social sphere and economy to domestic policy and security sector), highlighting key events (and their impact) in all vital spheres of society during the 30-year history of independent Ukraine.

This publication was prepared on the basis of the Razumkov Centre’s research project on «Reformatting the European Integration Process: Opportunities and Risks for the Ukraine-EU Association», implemented in 2018 under the leadership of the Centre’s Senior Researcher on Economic Issues, Corresponding Member of the National Academy of Sciences of Ukraine, Doctor of Economics Volodymyr Sidenko.

Ukraine’s party system evolution: 1990–2017

This publication presents an abridged version of the Analytical Report by the Razumkov Centre that examines the emergence and further transformation of Ukraine’s party system in 1990–2017.

We have examined key drivers of change at each evolution stage, such as legislation on political parties and elections; political regime; most significant societal cleavages, nature and consequences of their influence; analysed current trends in Ukraine’s party system development. The publication will be useful for everyone interested in post-independence nation-building processes in Ukraine, development of political parties and the party system, experience of political transformations in post-Soviet countries.
