Results of a sociological survey conducted by the Razumkov Centre Sociological Service on July 5–11, 2023 within the frameworks of the MATRA Programme supported by the Embassy of the Kingdom of the Netherlands in Ukraine.

The face-to-face poll was conducted in Vinnytsia, Volyn, Dnipropetrovsk, Zhytomyr, Transcarpathian, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolayiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsky, Cherkasy, Chernihiv, Chernivtsi regions and the city of Kyiv (in Zaporizhia, Mykolayiv, Kharkiv, Kherson regions — only in the territories controlled by the government of Ukraine and free of hostilities).
The survey was conducted using stratified multistage sampling with random selection at the first stages of sampling and quota selection of respondents at the final stage (when respondents were selected on the basis of sex and age quotas). The sample structure reproduces the demographic structure of the adult population of the territories where the poll was conducted as of the beginning of 2022 (by age, sex, settlement type).
2017 respondents over the age of 18 were polled. The sample theoretical error does not exceed 2.3%. At the same time, additional systematic deviations of the sample may be caused by the consequences of Russian aggression, in particular, forced evacuation of millions of citizens.
Assessment of the processes taking place in the country
After the start of Russia's full-scale aggression against Ukraine, the share of citizens who believe that events in Ukraine were developing in the right direction increased significantly (from 20% in December 2021 to 51% in September–October 2022, reaching maximum in February–March 2023 (61%). Now there is a slight decrease in this indicator (to 52%, according to the latest survey, that is, to the level observed in the fall of 2022). 27% of respondents believe that events are developing in a wrong direction (21% is undecided).
43% of Ukrainians suggest that Ukraine can overcome the existing problems and difficulties within the next few years, approximately as many (42%) believe that Ukraine will be able to overcome problems in a longer term, and only 6% do not believe that Ukraine will cope with the existing problems (the rest was undecided). In February–March 2023, these figures made 49%, 36%, and 3%, respectively, and at the end of 2021 — 18%, 54%, and 18%.
Trust in the institutes of society
Among state and public institutions, the most trusted are the Armed Forces of Ukraine (93% of respondents trust them), volunteer units (87%), volunteer organizations (83%), the State Emergency Service (81%), the National Guard of Ukraine (81%), the President of Ukraine (80%), the State Border Service (78%), the Ministry of Defence of Ukraine (75%), the Security Service of Ukraine (67%), the National Police of Ukraine (61%), the Mayor of the city (township, village) where the respondent lives (60.5%), public organizations (60%), churches (58%), Ukrainian mass media (56%), the council of the city (township, village) where the respondent lives (55%).
Trust is also expressed more often than distrust in the National Bank of Ukraine (48% and 40%, respectively) and the Verkhovna Rada Human Rights Commissioner (Ombudsman) (42% and 34%, respectively).
The majority of respondents distrusts courts (the judicial system as a whole) (distrusted by 70%), political parties (68%), the state apparatus (officials) (67%), the Prosecutor's Office (60%), the Verkhovna Rada of Ukraine (56%), the National Agency on Corruption Prevention (NACP) (55%), the National Anti-Corruption Bureau of Ukraine (NABU) (54.5%), the Specialized Anti-Corruption Prosecutor's Office (54%), commercial banks (54%), the Government of Ukraine (52%).
Distrust in trade unions is also expressed more often than trust (45% distrust, and 25% trust them).
Although political parties are trusted by only 17% of respondents, when answering the question whether they see among the existing political forces those in which power can be rest after the war, 38.5% of respondents gave an affirmative answer. Approximately as many (41%) denies it. In the Western regions, a relative majority (48%) gives an affirmative answer to this question, while in the other macro-regions, a relative majority (from 44% to 49%) gives a negative answer.
A political force in which power can be rest after the war, most often, according to citizens, can come from among the military (51% of respondents believe so). 26% of respondents suggest that it can appear from the existing political parties, 24% —from the volunteer community, 18.5% — from civil society organizations, 17% — from among humanitarian or technical intellectuals, 8% — from the business community.
Among those who see among the existing political forces those in whom power could be rest in the post-war period, 55% answered that such a political force could emerge from the existing political parties, although 56% is of the opinion that such a political force can emerge from among the military.
The emergence of such a political force from among the military is expected by 60% of residents of the Western, 50% of the Central, 49% of the Southern and 42% of the Eastern regions.
In the West, people somewhat more often than in the other regions answer that such a political force can emerge from the existing political parties (37%, in the other regions — from 16% to 26%). Also, in the West, they more often answer that such a political force can come from the volunteer community (31%, in other regions — from 20% to 26%).
Residents of the South more often than in the other regions believe that it can appear from among the humanitarian or technical intellectuals (36.4%), in the other regions — from 12% to 19%.
Trust in politicians, officials and public figures
Among politicians, officials and public figures whose level of trust was assessed during the survey, respondents more tend to trust V. Zelenskyy (81%), V. Kim (71%), S. Prytula (55%), M. Podolyak (52%), O. Danylov (52%)
They more often expressed trust than distrust in V. Klitschko (respectively, 48% and 35.5%), O. Reznikov (43% and 35%), D. Shmyhal (41% and 38%), S. Sternenko (34% and 23.5%), V. Maliuk (33% and 15.5%), I. Klymenko (32% and 17%).
The majority of respondents does not trust Yu. Tymoshenko (78%), Yu. Boyko (76%), P. Poroshenko (71%), O. Arestovich (65%).
Distrust was expressed more often than trust in D. Arakhamia (49% do not trust, 21.5% trust him), A. Yermak (42% and 38%, respectively), R. Stefanchuk (36% and 31%, respectively).
Attitude to individual initiatives of the authorities
The survey results make it possible to see the attitude of Ukrainians to certain initiatives of the authorities, which were made public in the recent weeks.
At the end of June, President V. Zelenskyy addressed the Verkhovna Rada with a call for the legalization of cannabis-based medicines. On July 13, the Verkhovna Rada of Ukraine approved the bill on legalization of medical cannabis in the first reading.
As the survey results show, the shares of supporters and opponents of such an initiative do not differ statistically significantly — 35% of citizens support it, 37% do not. The higher the educational level of the respondents is, the more often they support legalization of medical cannabis (from 26% among those with a complete or incomplete higher education to 42% among those with a secondary education). The younger the respondents are, the more they tend to support it — their share increases from 23% in the age of 60 and older to 48% among those under 30. It is supported by a relative majority of representatives of younger groups (under 40 years), and opposed by a relative majority of those in the age of 50 years and older.
On June 28, Ukraine’s President Volodymyr Zelenskyy submitted to the Verkhovna Rada the bill "On the use of the English language", regulating the use of English as an international language in Ukraine. It provides, among other things, that from 2027 all English-language films in cinemas will be shown in the original with Ukrainian subtitles (this regulation will cover TV and other media).
However, when answering the question: "If you had the following options for watching an English-language movie that you would really like to see, which option would you choose?", only 8% of respondents would prefer watching it in English with subtitles, another 2% — in English without subtitles. 55% — watching it dubbed in Ukrainian, 16% — dubbed in Ukrainian with English subtitles, 7% — dubbed in Russian.
Respondents with a higher education somewhat more often (15%) prefer watching movies in English (with or without subtitles). The share of those who prefer to watch English-language films in the original (with or without subtitles) is higher among younger respondents (from 4% among people aged 60 and above to 20% among young people under 30).
The low support for movies in English is due to the poor command of English among citizens: only 1% of respondents speak it fluently, 7.5% can read, write and speak English, but not fluently, 19% can read, write or speak English, but poorly, 27% know some words and simple phrases but cannot read, write or speak at all, 44% do not know English at all.
The knowledge of English is somewhat higher among people with a higher education (among them, 2.5% are fluent, and 13% can read, write and speak English, but not fluently). The younger the respondents are, the more often they speak English (the share of those who are fluent in it increases from 0.2% among those aged 60 and over to 3% among young people under 30, of those who can read, write and speak English but are not fluently — from 2% to 19%, respectively. In the oldest age group, 88% answered that they do not know the English language at all, or they only know some words and simple phrases, in the youngest — 40.5%.
If among those who answered that they can read, write and speak English, but are not fluent in it, 34% prefer watching movies in English (with or without subtitles), among those who do not know English at all — only 4 %.
At the end of June, the National Commission for State Language Standards proposed renaming the city of Zaporizhia to Zaporozhia. However, this decision was later reversed due to public backlash. Indeed, according to the survey, only 11% of respondents would support such a proposal, 49% opposed it (28% answered that they did not care, and 12% could not give a definite answer). Only 5% of residents of the Eastern regions (which includes Zaporizhia region) would support such a proposal (63% is against it).
