On September 17, 2023, an important event was held in Kyiv, dedicated to key aspects of the gas industry of Ukraine, including production, transportation, storage and sale of natural gas.
The forum programme included three panel discussions on topical subjects: goals set by the President of Ukraine to increase natural gas production and create conditions for energy independence; development of the Ukrainian gas market in the conditions of war; global trends in the gas sector in Europe and the experience of stock trading in Ukraine.
The Forum was organised by the Energy Club and the Association of the Gas Traders of Ukraine. Razumkov Centre took part in this event as an information partner.
The Forum was attended by the Chairman of the Verkhovna Rada of Ukraine Committee on Energy A. Gerus, Deputy Minister of Energy M. Kolesnyk, heads of state-owned and private companies and leading industry experts. Razumkov Centre was represented by the Energy and Infrastructure Programmes Director V. Omelchenko.
At the Forum, much attention was paid to plans for increasing gas production, the tax and regulatory policy in the field of extraction. Most speakers noted the significant potential of gas production in Ukraine and certain interest of international investors in the development of Ukrainian deposits.
The main investment tools that were considered included PSAs, joint activity contracts, auctions. A lot of attention was paid to the development of the Black Sea gas shelf, its investment opportunities and promising partnerships.
The Forum also featured a discussion on the problems of state regulation, distortion of the PSO model and the monopoly status of Naftogaz of Ukraine on the market. The participants considered plans of the United Gas Transportation System of Ukraine development until 2032, existing and promising interconnectors of the EU countries and Ukraine as exemplified in the project of the Gas Transportation System of Ukraine and GAZ SYSTEM S.A., and the project involving Moldova.
