June 22, 2024

On June 20, 2024, the Ivan Franko National University of Lviv hosted a scientific conference "European standards of democracy and human rights: the challenges of war and the needs of European integration".

The conference was organized by the departments of constitutional law of the law faculties of the Ivan Franko National University of Lviv, Yuriy Fedkovuch Chernivtsi National University and Yaroslav the Wise National Law University.

The conference was attended by scholars from Kyiv, Lviv, Kharkiv, Chernivtsi, as well as judges of the Constitutional Court of Ukraine and practitioners from the state authorities and local self-government bodies. In his report "Preserving democratic foundations of the constitutional development of the country under martial law", Razumkov Centre research fellow on legal issues, retired judge of the CCU P. Stetsiuk stressed the need to ensure utmost legitimacy in the activities of state authorities and local self-government bodies in the conditions of martial law.

According to the expert, in this process it is necessary to "more actively" use all possible means and methods of organization of state administration and local self-government in order to properly ensure the legal order provided by the Constitution of Ukraine.

In some cases, for example, "official interpretations of the Constitution of Ukraine" could play an important role, especially in cases of so-called "gaps" in regimentation of specific social relations of a national scale, for reasons provoked by the Russian war.
