Participation in the Expert Discussion "Electricity Market in September: Causes for the Price Shock and Search for New Rules"

September 24, 2025

On September 22, 2025, the Director of Energy and Infrastructure Programmes at Razumkov Centre Volodymyr Omelchenko took part in this event as a speaker. In his report, he noted the main factors that contributed to the decrease in electricity prices in September and proposed considering new market instruments to reduce price volatility.

The September collapse in prices on the DAM exposed fundamental problems of the Ukrainian energy market:

  • underdevelopment of long-term contracts;
  • high risks of ties with the DAM;
  • unequal conditions for actors;
  • lack of financial instruments.

The discussion participants agreed that the future belongs to the implementation of new pricing models, development of futures and standardized products, and transparent access to data. Market coupling with the EU will only accelerate this process, making the Ukrainian market more integrated, but also more demanding to the discipline of its participants.

The event was organized by the Energy Club and attended by representatives of electricity trading companies (total of 27 participants).
