Participation in the conference "European Democracy: The Legal Dimension"

On April 24, 2026, Razumkov Centre research fellow on legal issues, retired judge of the Constitutional Court of Ukraine P. Stetsiuk took part in the international scientific-practical conference "European Democracy: The Legal Dimension", which was held in Kharkiv.

The event was organized by the Department of Constitutional and Municipal Law of the Faculty of Law of the Karazin Kharkiv National University within the framework of the Jean Monnet Module project "Participatory Democracy and Multilevel Governance in the EU" (Project 101174724 ‒ EU-PartDemo) with financial support of the Education, Audiovisual and Culture Executive Agency of the European Commission.

In his report “Features of the Constitutional Development of Ukraine during the final period of the Russo-Ukrainian War and in the first post-war years (democratic dimension)”, P. Stetsiuk drew the attention of the conference participants to the possible ways of constitutional development of Ukraine in the near future. According to the expert, Ukraine will face three “stages” of such development (restoration of constitutional law and order, passage of the necessary constitutional and legislative amendments, and adoption of a new Constitution of Ukraine).

In particular, at the second stage of this process, it will be important to properly regulate in the Constitution the issue of “martial law” and the status of the so-called “monomajority”.
