On May 23, 2025, Razumkov Centre research fellow on legal issues, retired judge of the Constitutional Court of Ukraine P. Stetsiuk took part in the 7th International Scientific-Practical Conference "Decentralization of Public Power in Ukraine: Gains, Problems and Prospects". The event was organized by the V.M. Koretsky Institute of State and Law of the NAS of Ukraine, the Faculty of Law of the Ivan Franko National University of Lviv, and the Faculty of Law and Administration of the Rzeszow University (WSPiA Rzeszowska Szkoła Wyższa).
The Conference was attended by the leading Ukrainian and Polish legal scholars, constitutionalists and experts in the field of local self-government and public administration. The conference participants focused on the analysis of the current stage of decentralization of state power in Ukraine and Poland, the problems of organization and functioning of local self-government in Ukraine under martial law, as well as the prospects of the municipal reform in the post-war period.
Significant attention at the conference was drawn, in particular, to the reports by the Head of the Department of Constitutional Law and International Relations of the Faculty of Law and Administration of the Rzeszow University, Prof. Krzysztof Eckhardt “Constitutional status and tasks of local self-government in wartime — Comments in the light of Polish constitutional and legislative norms,” prorector of the same university Prof. Przemysław Niemczuk "On the essence of decentralization - from the viewpoint of 35 years of Polish experience", leading research fellow of the Department of Constitutional Law and Local Self-Government of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Prof. Oleksandr Batanov, “Trends of the municipal legislation development in Ukraine in the context of foreign experience”, Head of the Department of General and Public Law of the National University "Kyiv-Mohyla Academy" Prof. Anatolii Zaiets "Problems of introducing administrative supervision over the activities of local government bodies in Ukraine", Professor of the same Department, Doctor of Law Yuriy Klyuchkovskyi “The right to vote of EU citizens at local elections and the problem of sovereignty”, etc. Razumkov Centre research fellow P. Stetsiuk delivered a report “Decentralization of public power as an integral component of the constitutional development of Ukraine”. According to the expert, "decentralization of public power" has always been and will remain an integral part of the constitutional development of a democratic state as such. After all, "decentralization of state power" performs a special role and function in the period of the state transition from a post-totalitarian to a constitutional-democratic system of public administration, the process of enhancement of democracy and establishing human rights and freedoms.
