On June 13 and 15, 2023, the Director of Energy and Infrastructure Programmes of Razumkov Centre V. Omelchenko took part in this event, which was held in pursuance of subsection 5, paragraph 3.3 of the Methodology for determining significant price fluctuations and setting price caps in the day-ahead market, intraday market and balancing market, approved by the NEURC Resolution No. 1221 dated 27.09.2022.
In his speeches, V. Omelchenko, in particular, noted that Article 7 of the Commission Regulation (EU) 2015/1222 of 07.24.2015 establishing a guideline on capacity allocation and congestion management (hereinafter — the CACM Regulation) stipulates that the minimum and maximum prices must be set for trade zones of member states (parties) of the European Union or the Energy Community in compliance with the requirements of Articles 41 and 54 of the CACM Regulation. Ukraine is a party to the Treaty Establishing the Energy Community and, in accordance with Article 5 of the Treaty, must adhere to the regulatory framework of the European Community.
At the same time, V. Omelchenko noted that setting price caps on electricity in accordance with Ukraine's international obligations will contribute to the improvement of the financial situation at energy enterprises, ensure harmonisation of the market with the EU market, make it possible to overcome electricity shortages in peak consumption hours, and show the potential of synchronizing Ukraine's UES with ENTSO-E.
About 100 participants took part in the event: people's deputies of Ukraine, representatives of executive authorities, heads of the largest energy and industrial enterprises of the state and experts of non-governmental organizations.
