On December 21, 2023 Razumkov Centre held an expert online discussion: "Civil-military cooperation in defence of the population during the war in Ukraine". 

The discussion was part of a project financed by the Hanns Seidel Foundation Office in Ukraine.

Speakers:

Mykola Sunhurovskyi — Director of Military Programmes of Razumkov Centre;

Leonid Polyakov — Advisor to the Director of the National Institute of Strategic Studies;

Oksana Markeeva — Head of the state and public security department of the Centre for Security Studies of the National Institute for Strategic Studies;

Andriy Bychenko — Director of the Razumkov Centre Sociological Service.

The following questions were discussed:

• A general approach to the formation of a population protection system;
• Civilian and military dimensions of the protection of the population in war conditions;
• Ukrainian experience in protecting the population in times of war (issues of cooperation between the state and territorial communities; resource provision, formation of voluntary territorial community groups).
