On November 15, 2023, the director of energy and infrastructure programmes of Razumkov Centre V. Omelchenko took part in the meeting, which was chaired by the first deputy chairman of the Verkhovna Rada of Ukraine Energy, Housing and Utilities Committee, O. Kucherenko.
During the meeting, special attention was paid to the implementation of the President of Ukraine Decree No. 737/2023 "On Additional Measures to Strengthen the Stability of Functioning of the Energy System and Prepare the National Economy for Work in the Autumn-Winter Period of 2023/24. The decree implemented the decision of Ukraine’s National Security and Defence Council dated November 7, 2023.
The working group considered the following issues, and worked out relevant proposals:
- On the general payments for natural gas and accrual of receivables of NJSC "Naftogaz of Ukraine" as of the beginning of the heating season of 2023/24 by the main categories of consumers, and the actual reserve for debt depreciation as of the end of the third quarter of 2023 (speakers: Naftogaz of Ukraine, Ministry of Energy of Ukraine)
- On receivables of the GTS Operator as of the beginning of the heating season of 2023/24 by the main categories of consumers, and the actual reserve for debt depreciation as of the end of the third quarter of 2023 (speakers: LLC "Operator GTS of Ukraine", NEURC, Ministry of Energy of Ukraine)
- On repayment of arrears from the difference in tariffs and compensation to the natural gas market participants for expenses related to the performance of special duties assigned to them to ensure common public interests in the process of functioning of the natural gas market (speakers: Ministry of Infrastructure of Ukraine, NEURC, Association of Ukrainian Cities, NJSC "Naftogaz of Ukraine")
- On settlement of arrears of heating enterprises for natural gas, not related to the accrual of debts for natural gas due to the difference in tariffs for thermal energy (speakers: Ministry of Infrastructure of Ukraine, NEURC, Association of Ukrainian Cities, NJSC "Naftogaz of Ukraine")
- On mutual settlements provided for in Article 4 of the Law of Ukraine "On Measures Aimed at Overcoming Crisis Phenomena and Ensuring Financial Stability in the Natural Gas Market" (speakers: NJSC Naftogaz of Ukraine, NEURC, Ministry of Energy of Ukraine)
- On calculation of compensation for natural gas market entities entrusted with special duties, as well as expenses not covered by income, incurred in connection with their fulfilment during the period of fulfilment of special duties from March 1, 2022 to December 31, 2023 (speakers: State Audit Service, NJSC "Naftogaz of Ukraine").
The meeting was attended by people's deputies of Ukraine, representatives of central executive bodies, managers of energy companies, representatives of local authorities and experts.
