On December 15, 2023 an international roundtable discussion "The Impact of the Russian War in Ukraine on the Exercise of State Power in Central and Eastern Europe (660 Days of Experience)" was held online.

The event was organized by the Razumkov Centre in cooperation with the Rzeszow University of Law (WSPiA Rzeszowska Szkoła Wyższa).

Ukrainian and Polish constitutional scholars, political scientists, and international experts from the universities of Kyiv, Rzeszow, Zielona Góra, Lviv, Toruń, Odesa, Kharkiv, and other Ukrainian and Polish cities were invited to participate in the Roundtable.

Special guests of the Roundtable included Ukrainian scholars, lawyers and experts — military personnel of the Armed Forces of Ukraine.

During the Roundtable a joint Polish-Ukrainian monograph "The Impact of War on the Governance System. Reflections in the context of the armed aggression of the Russian Federation against Ukraine" published in two languages (Polish and Ukrainian) by the Rzeszow University of Law (WSPiA Rzeszowska Szkoła Wyższa)was presented.

The roundtable was attended by:

Petro Stetsiuk, Research Fellow at the Razumkov Center, retired judge of the Constitutional Court of Ukraine;

Krzysztof Eckhardt, Head of the Department of Constitutional and International Law at the Rzeszow University of Law;

Yuriy Kliuchkovsky, Professor at the National University of Kyiv-Mohyla Academy;

Maciej Sierowanec, Professor of Constitutional Law at the University of Toruń;

Oleg Martseliak, Professor of the Department of Constitutional Law, Taras Shevchenko National University of Kyiv;

Dmytro Terletskyi, Head of the Department of Constitutional Law at the National University of Odesa Law Academy.

The following issues were discussed:

• functioning of state authorities and local self-government bodies in Ukraine during the war;
• the impact of the Russian war in Ukraine on the legal system and activities of public authorities in Poland and other countries of Central and Eastern Europe;
• Russian war and prospects of Ukraine's accession to the EU and NATO;
• significance/consequences of Ukraine's full membership in the EU and NATO for the countries of Central and Eastern Europe.
