The constitutional status of the Verkhovna Rada during the war cannot be guaranteed without ensuring the rights of the parliamentary minority

It is not possible to properly guarantee the constitutional status of the Verkhovna Rada of Ukraine (VRU) as a nationwide representative body without ensuring the rights of the parliamentary minority.

This statement was made by Petro Stetsiuk, Doctor of Law, Research Fellow on Legal Issues of the Razumkov Center and retired judge of the Constitutional Court of Ukraine during the parliamentary workshop 

"Guaranteeing the constitutional status of the parliament in wartime".

According to the expert, guarantees of the VRU’s constitutional status in the war of aggression unleashed by the Russian Federation against Ukraine, should also include the improved political responsibility of the parliamentary majority (the so-called "mono-majority" in modern Ukrainian reality) and reasonably permissible openness in the activities of the parliament and its officials.

The event was held by the USAID Rada: Next Generation Programme together with the Centre for Policy and Legal Reforms and several NGOs. The workshop was attended by Oleksandr Kornienko, First Deputy Chairman of the Verkhovna Rada of Ukraine, Ukrainian MPs of the previous convocations Yurii Klyuchkovskyi and Ihor Koliushko, as well as legal scholars and independent experts.
