Participation in the expert discussion "Understanding Democracy and the Political System of Ukraine”

On April 03, 2025, Razumkov Centre's research fellow on legal issues, retired judge of the Constitutional Court of Ukraine P. Stetsiuk took part in the expert discussion "Understanding Democracy and the Political System of Ukraine".

The event was organized by the Ukrainian Institute for the Future and the Centre of Policy and Legal Reform in the format of a round table involving a group of the leading national experts on constitutional law, democratic development and human rights. The expert discussion focused on the analysis of the current state and prospects of political and legal development of Ukraine, including certain aspects of the electoral law, party system, parliamentarianism, the institute of the head of state and constitutional justice.

Taking part in the expert discussion, P. Stetsiuk, in particular, emphasized the need to take into account the huge impact of the Russian war in Ukraine on the state and future of its democratic development, including its constitutional and legal segment.

According to the expert, for soonest restoration of the constitutional order, exercise of state power on the basis of its division into legislative, executive and judicial branches, guarantee of local self-government and proper protection of human rights and freedoms after the end of the war and establishment of peace in Ukraine, Ukraine may have to resort to the so-called "small constitution" mechanism.

At the same time, according to the expert, a new Basic Law of the state should be drafted.
