On February 13, 2024, Razumkov Centre's research fellow on legal issues, retired judge of the Constitutional Court of Ukraine Petro Stetsiuk delivered a public online lecture for participants and trainees of the educational program "Stay on Top: Democracy" on the topic "The Institute of the President in Ukraine (specificity of functioning under martial law).
The lecturer analyzed the constitutional and legal principles of election of the President of Ukraine, the specificity of the exercise of his powers under martial law, as well as the mechanisms supporting the activities of the head of state by the Office of the President of Ukraine in general and its separate officials in particular. He also noted the new "challenges" and "dangers" in preserving democracy and democratic development in Ukraine under martial law, the role and responsibility of the head of state as the guarantor of the Constitution of Ukraine, human and civil rights and freedoms.
The participants included students, youths, employees of the local authorities and self-government bodies from different regions of Ukraine. All of them had an opportunity to put questions to the lecturer and exchange views on the subject.
The event was organized by the NGO “Stay on Top” (Dnipro) as part of the educational program “Stay on Top: Democracy”, which is supported by the Embassy of the Netherlands in Ukraine.
