On 16 December 2021, the legislative initiative of the Ministry of Energy of Ukraine to introduce the institution of temporary administrations in energy companies was discussed on the Energy Club platform.
The event brought together
— V. Omelchenko, Director of Energy Programmes of the Razumkov Centre;
— O. Trokhymets, Head of the Committee on Energy Law;
— O. Baraniuk, Executive Director of the Public Association “Smart Grids of Ukraine”;
— H. Riabtsev, Expert on energy, Doctor of Sciences in Public Administration;
— I. Protopopova, Head of the Regulatory Department of DTEK Network.
In his speech, Mr Omelchenko noted that the discussed legislative initiative ran contrary to Ukrainian legislation, as it contradicted the provisions of the laws of Ukraine “On Electricity Market” and "On the National Energy and Utilities Regulatory Commission”. The procedure for introducing temporary administrations included in the draft document contains significant shortcomings, so the bill cannot be supported without correcting them.
