Constitutional seminar "Constitutional monitoring in European states: the issue of creation of independent bodies of constitutional control"

On June 25, 2024, the Razumkov Centre research fellow on legal issues, retired judge of the Constitutional Court of Ukraine P. Stetsiuk took part in the constitutional seminar "Constitutional monitoring in European states: the issue of creation of independent bodies of constitutional control."

The event was organized by the Centre of Policy and Legal Reforms as part of implementation of the USAID Program "RADA: Next Generation" funded by the US Agency for International Development (USAID) and dedicated to the Constitution Day of Ukraine.

The Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk, Deputy Director of USAID in Ukraine Jeff Lehrer, Director of the USAID "COUNCIL: Next Generation" Program Morten Enberg, judges and retired judges of the Constitutional Court of Ukraine and judges of the Supreme Court of Ukraine, people's deputies, constitutionalists from Kyiv, Lviv, Odesa, Kharkiv, practitioners from the state authorities, experts took part in the seminar.

The seminar participants discussed the best practices of formation of constitutional control bodies in the EU member states and the possibility of their adoption in Ukraine, as well as the role and importance of parliaments for the proper functioning of constitutional control bodies, their interaction and ways to resolve possible conflicts between them.

Speaking at the seminar, P. Stetsiuk, in particular, noted that in Ukraine it would be worthwhile in the future (after the end of martial law and establishment of peace) to significantly strengthen the role of the Verkhovna Rada of Ukraine in the procedure of formation of the Constitutional Court of Ukraine. According to the expert, such an approach will not only help strengthen national parliamentarism but will also correspond to the current trend of European constitutional development.

Meanwhile, these days, everyone (state authorities and self-government bodies, their officials, civil society representatives, constitutional scholars and experts) should persistently "search" for legally permissible ways to intensify the practical activity of the Constitutional Court of Ukraine, in particular, in the area of ​​official interpretation of the Basic Law of the state.
