The results of a public opinion poll conducted by the Razumkov Centre Sociological Service on January 19–25, 2024, as a part of its project implemented under the USAID/ENGAGE activity, which is funded by the United States Agency for International Development (USAID) and implemented by Pact. The contents of the Results are the sole responsibility of Pact and it’s implementing partners and do not necessary reflect the views of USAID or the United States Government.
Face-to-face interviews were taken in Vinnytsia, Volyn, Dnipropetrovsk, Zhytomyr, Transcarpathian, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolayiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsky, Cherkasy, Chernihiv, Chernivtsi regions and the city of Kyiv (in Zaporizhia, Mykolayiv, Kharkiv, Kherson regions — only in the territories controlled by the government of Ukraine, free of hostilities).
The poll was conducted using stratified multistage sampling with random selection at the first stages of sampling and method selection of respondents at the final stage (when respondents were selected on the basis of sex and age quotas). The sample structure reproduces the demographic structure of the adult population of the territories where the poll was held as of the beginning of 2022 (by age, sex, settlement type).
2,000 respondents over the age of 18 were polled. The sample theoretical error does not exceed 2.3%. At the same time, additional systematic deviations of the sample may be caused by the consequences of Russian aggression, in particular, forced evacuation of millions of citizens.
Assessment of the processes taking place in the country
After the beginning of Russia's full-scale aggression against Ukraine, the share of citizens who believe that events in Ukraine are developing in the right direction has increased significantly (from 20% in December 2021 to 51% in September–October 2022, reaching record high in February–March 2023 (61%). After that, this indicator demonstrates a downward trend. According to the latest poll, the shares of those who believe that events in Ukraine are developing in the right (41%) and in a wrong direction (38%) do not statistically differ (21% was undecided).
33% of Ukrainians believe that Ukraine is able to overcome the existing problems and difficulties within the next few years, 42% believe that Ukraine will be able to overcome problems in a longer term, and 9% — that Ukraine cannot overcome the existing problems (the rest are undecided). Ukrainians most optimistically assessed the prospects of overcoming problems and difficulties in late 2022 — early 2023 (for example, in February–March, 2023 — 49%, 36%, and 3%, respectively). Before the beginning of the full-scale war, the assessments were much more pessimistic (in December 2021 — 18%, 54%, and 18%, respectively).
Most often, citizens report deterioration of the situation (compared to the beginning of 2023) in the following areas: prices and tariffs (86 reported deterioration), economic situation in the country (68%), stability (64.5%), confidence in the future (63.5%), well-being of their families (58%), the attitude of citizens to the authorities (53%). 61% of respondents noted deterioration of the situation in the country as a whole.
Also, a relative majority of the respondents suggested that the situation deteriorated in such areas as the authorities’ attitude to citizens (46%), wages (43%).
Regarding compliance with the law by civil servants, approximately equal shares of respondents believe that the situation has worsened (41.5%) and that it has not changed (39%).
Most often, citizens believe that the situation has not changed over the past year in the areas of pensions (55%), healthcare (52%), and freedom of speech (51%).
A relative majority of respondents believes that there have been no major changes in the level of democracy in the country (49%), the standing of ethnic and religious minorities (47.5%), social security (social payments, assistance, subsidies, etc. — 46%), respect for civil rights and freedoms (44%), education (44%), crime (43%), and inter-ethnic relations in Ukraine (41%).
Positive changes, according to citizens, mostly relate to the country's defence capabilities (51% of respondents noted their improvement) and its international image (50.5%)
How well does the government perform its functions in wartime?
According to citizens, the government best of all copes with the following tasks: remedy of the aftermaths of strikes on energy facilities (78.5% answered that it copes "very well" or "rather, well" with this), functioning of the infrastructure (utilities, transport, shops, food supply) in wartime (78%), winning foreign policy support for Ukraine (68%), aid to refugees (63%), the country's defence capabilities (62%).
A relative majority of respondents believe that the government performs well in fighting crime, protection of the law and order (45%) and aid to vulnerable groups of the population (44.5%).
The majority (51%) of those polled believes that the government performs poorly in the field of social justice. Also, a relative majority (46%) believes that the government does a poor job supporting the economy and restoring the housing stock in wartime (40%).
Trust in the institutes of society
Among state and public institutions, the most trusted are the Armed Forces of Ukraine (95% of respondents trust them), volunteer units (85%), the State Emergency Service (82%), the National Guard of Ukraine (81%), volunteer organizations (78%), the State Border Service (77%), the Ministry of Defence of Ukraine (69%), the Security Service of Ukraine (68%), the President of Ukraine (64%), the Church (61%), the National Police of Ukraine (58%), public organizations (55%), the National Bank of Ukraine (53%).
Trust is also expressed more often than distrust in the mayor of the city (town, village) where the respondent lives (49% and 43% respectively), Ukrainian mass media (47% and 43%), the Verkhovna Rada Human Rights Commissioner (Ombudsman) (42.5% and 31%, respectively).
The council of the city (town, village) in which the respondent lives is trusted and distrusted almost equally (43% and 45%, respectively).
The majority of respondents distrusts the state machinery (officials) (75%), political parties (72%), the Verkhovna Rada of Ukraine (70%), courts (the judicial system in general) (68%), the Government of Ukraine (64%), the Prosecutor's Office (60%), commercial banks (53%), the Specialized Anti-Corruption Prosecutor's Office (52%), the National Agency for the Prevention of Corruption (51%), the National Anti-Corruption Bureau of Ukraine (51%).
Distrust in trade unions is also expressed more often than trust (43% distrust, and 23% trust them).
Trust in politicians, officials and public figures
Among politicians, officials, and public figures whose level of trust was assessed during the poll, respondents tend to trust more V. Zelenskyy (69%), V. Kim (58%), S. Prytula (54%), D. Kuleba (50%).
More trusted than distrusted are M. Podoliak (respectively, 44% and 32%), V. Maliuk (40% and 22%), R. Umerov (33% and 27%), I. Klymenko (respectively 28 % and 23%).
The shares of those who trust and those who do not trust O. Danylov (36% and 35.5%, respectively) do not statistically differ.
The majority of respondents do not trust Yu. Tymoshenko (80.5%), O. Arestovych (79%), Yu. Boyko (78%), P. Poroshenko (70%), M. Bezuhla (66%), D. Arakhamia (58%), A. Yermak (55.5%), R. Stefanchuk (50.5%).
Distrust was expressed more often than trust in D. Shmyhal (45% do not trust, 34% trust him), V. Klitschko (44% and 39%, respectively), I. Vereshchuk (42% and 34%), D. Hetmantsev (33% and 20% respectively).
