Participation in a meeting of the Verkhovna Rada of Ukraine Temporary Investigative Commission on Violations of the Legislation in the Energy Sector (the Commission)

On March 18, 2025, the Director of Energy and Infrastructure Programmes of Razumkov Centre Volodymyr Omelchenko, as an expert, took part in a meeting of the Commission's Working Group on the Financial and Economic Activities of JSC NNEGC Energoatom.

To make preliminary conclusions of the Commission based on the investigations results and performed surveys, the following issues were considered at the meeting: 

  • financial plans and investment programmes of JSC NNEGC Energoatom;
  • pricing, volumes and cost of electricity sold as part of the Company's performing special duties;
  • accrual of payables, calculations of provisions for doubtful debts and other financial indicators;
  • the cost of electricity supply to households, operating expenses and electricity sales;
  • dynamics of the net income and the structure of prime cost of the products sold;
  • value of state property and evaluation of the Company's non-current assets;
  • compliance with the law during the construction of power units 3–6 of the Khmelnytskyi NPP, its financial model.

Volodymyr Omelchenko asked the management of the financial unit of NNEGC Energoatom about the pricing model for the Khmelnytskyi NPP 3-6 completion project. He also drew attention to the problem of inconsistency of the unfinished building structures for Khmelnytskyi NPP units 3,4 with the reactors that are planned to be purchased in Bulgaria.

The meeting was attended by representatives of JSC NNEGC Energoatom, the State Nuclear Regulatory Commission, the Ministry of Energy, the National Energy and Utilities Regulatory Commission, the Ministry of Economy, JSC NNEGC Energoatom Supervisory Board, law enforcement agencies, people's deputies, experts, total — up to 35 persons.
