As of September 21, 2023, the Company has paid UAH 9.1 billion to the State Enterprise "Guaranteed Buyer", which is 100% of the advance payment of the estimated cost of the services of the supplier with public service obligations (PSO) for September 2023, according to the Energoatom report.
In addition, NNEGC repaid part of the debt accumulated in previous periods, having paid almost 2.1 billion hryvnias. However, this is a relatively small share of the huge debts that ruin Ukraine’s entire energy industry.
In the opinion of the Energoatom management, full repayment of the debts of the previous periods for the Company's PSO services in the amount of UAH 20.5 billion, accrued in 2022, is possible only at the expense of the state budget.
Then a logical question arises. Isn't it better, instead of sending money from the State Budget to the Company, to give it directly to the poor?
After all, practical experience shows that budget funds in state-owned companies tend to evaporate without a trace. In general, there is an impression that the PSO of both Energoatom and Naftogaz were invented only to explain to consumers the non-transparency of their operation.
