Participation in a meeting of the Ad Hoc Investigative Commission working group on the energy market

On October 2, 2025, the Director of Energy and Infrastructure Programmes of Razumkov Centre V. Omelchenko took part in a meeting of the Ad Hoc Investigative Commission. Speaking there, he mentioned the seasonal factor, completion of repairs at nuclear power plants, and errors in the forecasts of many electricity traders as the main reasons for the drop in prices on the day-ahead market in September 2025.

Summing up the discussion, its participants agreed that it is possible to restore relative order in the market through rules and legislative changes, eliminate abuse and raise efficiency in the short run.

Possible steps to this end should include:

- growth of electricity exports and imports with a focus on neighbouring countries, strengthening control over market processes;

- finalization of the draft law on the integration of energy systems (market coupling);

- amendments to the law on the national Regulator intended to enhance its responsibility, institutional capacity and independence. 

The event was attended by the Commission members, people's deputies of Ukraine, representatives of state bodies: NEURC, Ministry of Energy, Ministry of Economy, AMCU, NSDC, key market actors: NPC Ukrenergo, Market Operator, Guaranteed Buyer, Ukrainian Energy Exchange, market participants: Energoatom, Ukrhydroenergo, Energy Company of Ukraine, DTEK, as well as industry  representatives and experts – up to 30 people in total.

The event was organized by the Verkhovna Rada of Ukraine Committee on Energy, Housing and Utilities.
