Results of a public opinion poll conducted by the Razumkov Centre Sociological Service on February 28 – March 6, 2025.
The face-to-face poll was conducted in Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Transcarpathian, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolayiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytskyi, Cherkasy, Chernihiv, Chernivtsi regions and the city of Kyiv (in Zaporizhia, Donetsk, Kharkiv, Kherson regions — only in the territories controlled by the government of Ukraine and free of hostilities).
The poll was conducted under stratified multi-stage sampling with random selection at the first stages of sampling and quota selection of respondents at the final stage (when respondents were selected on the basis of gender and age quotas). The sample structure reflects the demographic structure of the adult population of the territories where the poll was held as of the beginning of 2022 (by age, gender, settlement type).
2,018 respondents aged 18 years and more were polled. The sample theoretical error does not exceed 2.3%. However, additional systemic deviations of the sample may be caused by the consequences of Russian aggression, in particular, forced evacuation of millions of citizens.
During the poll, respondents were asked if Ukraine should agree to certain conditions put forward by V. Putin for Russia to end the war.
Only 8% of respondents (6% in the Western and Central regions, 10% in the Eastern and 14% in the Southern regions) would agree to the withdrawal of Ukrainian troops from Donetsk, Luhansk, Kherson and Zaporizhia regions (from the entire territory of these regions within their administrative borders). 78% of respondents do not agree with it.
5% of respondents (2% in the Western, 3% in the Central, 6% in the Eastern and 15% in the Southern regions) would agree to the status of Donetsk, Luhansk, Kherson and Zaporizhia regions, Crimea and Sevastopol as regions of Russia in international treaties. 82% of respondents do not agree to it.
7% of respondents (2% in the Western, 8% in the Central, 11% in the Eastern and Southern regions) would agree that all Western sanctions against Russia should be lifted. 78% of respondents do not agree with it.
A slightly larger (22%) share of respondents (8% in the Western, 26% in the Central, 24.5% in the Eastern and 33.5% in the Southern regions) is ready to agree to a neutral, non-aligned, non-nuclear status of Ukraine in the Ukrainian Constitution in order to end the war. However, the majority (56%) is against it.
The readiness to make such concessions has remained practically unchanged compared to June 2024.
