Assessment of the situation in the country, trust in social institutes, assessment of problems faced by the Ukrainian society (November 2025)

Results of a public opinion poll conducted by the Razumkov Center Sociological Service on November 11–18, 2025, as part of the project "Ukraine: socio-political challenges of the transition from war to peace and post-war recovery", carried out with support from the Konrad Adenauer Foundation Office Ukraine.

The face-to-face poll was conducted in Vinnytsia, Volyn, Dnipropetrovsk, Zhytomyr, Transcarpathian, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolayiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsky, Cherkasy, Chernihiv, Chernivtsi regions and the city of Kyiv (in the territories controlled by the government of Ukraine and free of hostilities).

The poll was conducted using stratified multistage sampling with random selection at the first stages of sampling and quota selection of respondents at the final stage (when respondents were selected on the basis of gender and age quotas). The sample structure reproduces the demographic structure of the adult population of the territories where the poll was conducted as of the beginning of 2022 (by age, sex, settlement type).

2008 respondents over the age of 18 were polled. The sample theoretical error does not exceed 2.3%. At the same time, additional systematic deviations of the sample may be caused by the consequences of Russian aggression, in particular, forced evacuation of millions of citizens.

The full results of the project will be presented in the second half of January 2026.


Assessment of the situation in the country

After the beginning of Russia's full-scale aggression against Ukraine, the share of citizens who believe that events in Ukraine are developing in the right direction has increased significantly (from 20% in December 2021 to 51% in September–October 2022, reaching all-time high in February–March 2023 (61%).

However, from mid-2023 to mid-2024, we saw a downward trend in this indicator, which might be caused by the duration of the war. According to the poll conducted in November 2025, the share of those who believed that events in Ukraine were developing in the right direction made 32.5%, and of those who believed that they were developing in the wrong direction — 48%. This is statistically not significantly different from the indicators of September 2024 and is better than before the beginning of the full-scale war (in December 2021 — 20% and 65.5%, respectively).

The share of those who believe that events are developing in the right direction is significantly higher among those who trust the Ukrainian authorities — from 19% among those who do not trust them at all to 51.5% among those who fully trust them.

Those who would vote for joining the European Union at a possible referendum are more likely to say that events are developing in the right direction than those who would vote against it (36% and 19%, respectively).

These assessments also depend on the well-being of respondents — those who do well are more likely to believe that events are developing in the right direction than those who "barely make ends meet" (38% and 28%, respectively).


Trust in the institutes of society

Among state and public institutes, the most trusted are the Armed Forces of Ukraine (trusted by 92% of respondents), the State Emergency Service (86%), volunteer organizations (81%), volunteer units (78%), the National Guard of Ukraine (72%), the Main Intelligence Directorate (71%), the State Border Service (70.5%), the Security Service of Ukraine (65%), the Church (65%), public organizations (64%), the Ministry of Defence of Ukraine (63%), the National Bank of Ukraine (54%).

Also, more trusted than distrusted are mayors of the city (settlement, village) where the respondent lives (50% and 42%, respectively), the local council of the city (settlement, village) where the respondent lives (49.5% and 41%), the Verkhovna Rada Human Rights Commissioner (48% and 34%, respectively).

The share of those who trust the President of Ukraine does not statistically differ from the share of those who does not trust him (48% and 45%, respectively), the same applies to the Ukrainian media (48% and 45%), and the State Bureau of Investigation (40% and 42%, respectively).

The majority of respondents express distrust in the Verkhovna Rada of Ukraine (76% do not trust it), the state machinery (officials — 75%), the Ukrainian Government (73%), political parties (71.5%), courts (the judicial system in general — 66%), the Prosecutor's Office (60%), the political opposition (59%), the Ukrainian authorities in general (57%).

Also, more distrusted than trusted are the National Agency on Corruption Prevention (50% and 32%, respectively), commercial banks (50% and 35%), the National Police (49% and 45.5%), the Specialized Anti-Corruption Prosecutor's Office (47% and 37%), the National Anti-Corruption Bureau of Ukraine (45% and 41%), and trade unions (42% and 30%, respectively).

In the first months after the beginning of the full-scale war, citizens' trust in most government institutes went up due to the awareness of the need of the national unity in the face of an external threat.

With time, the level of trust in governmental institutions dropped, compared to the first year of the war, but for many institutions it still remains higher than before the war. A high level of trust is primarily reported to the institutions that are directly responsible for the country's defence (the Armed Forces, the National Guard, the State Border Service, the Security Service of Ukraine, etc.).

The level of trust in the President is higher then before the war, due to his role of the Supreme Commander-in-Chief.

Trust in volunteer and public organizations, the Ombudsman, and the banking system is also higher than before the war.

Even those institutions that are currently distrusted (such as anti-corruption agencies, police, courts, prosecutors' offices, trade unions) enjoy higher trust now than before the full-scale war.

However, the level of trust in the Government, the Verkhovna Rada, the state machinery (officials) and political parties is now as low as it was before the full-scale war.

Over the past year, trust is anti-corruption bodies increased largely due to their exposure of facts of corruption in the highest echelons of government, although the share of those who trust anti-corruption bodies even now remains smaller than the share of those who trust them.


Assessment of problems faced by Ukrainian society

The most important current problem for Ukrainian citizens is the war with Russia at the front (it was mentioned by 68% of respondents). Respondents also mentioned bribery and corruption in the authorities (45%), ruination of housing by missile and drone attacks (40%), destruction of infrastructure (38%), disruptions of communications, electricity, water, gas supply, etc. (30%), low wages, pensions (29%), rising prices for basic goods, inflation (27%), high utility rates (25%).

19% mentioned social stratification, the gap between the poor and the rich, 17% — mobilization, 17% — bribery and corruption in the judicial system, 13% — bribery and corruption in other areas, 13.5% — poor or inaccessible medical care, 12% — mass emigration, 12% — insufficient social protection, 6.5% — growing crime, insufficient safety in the streets, 6% — shortage of manpower, 6% — lack of jobs, unemployment, 5.5% — poor or inaccessible education.

Other problems (drug addiction, alcoholism, lack of freedom and democracy, unfavourable conditions for the development of small and medium businesses, poor environmental situation, insufficient protection of the Ukrainian language, poor roads, freedom of conscience, problems of inter-church relations, oppression of languages ​​of national minorities, problems of inter-ethnic relations) were mentioned by less than 5% of respondents each.

When answering the question “What problems are or will be critical for your family in the near future?”, respondents the most often mentioned Russian bombardments (60%), a decrease or loss of basic income (44%), the threat of losing housing, including due to shelling (27%), corruption among officials (23%), unaffordability of high-quality treatment or medical care (22%), and sickness (20%).

Also, 14% of respondents mentioned the loss of a job or business, 9% — the need to leave the country, 8% — inability to find a job, 8% — worsening working conditions, 7% — the need to find housing, 7% — the rise in crime, 6% — poor environmental situation (polluted air, water in the place of residence), 5% — hunger.

When asked what, apart from spending on security and defence, the state budget of Ukraine should primarily be spent on to recover from war, respondents most often answer that these funds should be spent on veteran programmes (treatment, rehabilitation, social adaptation), support for war veterans (53%), civil defence (construction and equipment of shelters, provision of backup energy sources, special equipment for medical institutions, etc. — 46%), construction and repair of social infrastructure facilities (schools, hospitals, etc. — 32%), higher salaries and bonuses to state employees (teachers, doctors, etc.), higher pensions (31%), creating jobs (29%), construction and repair of critical production infrastructure facilities (e.g., roads, bridges, ports — 26%), and construction of social housing (24%). 13% of respondents prioritized support for business and enterprise, 9.5% — support for culture and Ukrainian cultural products.
