No influence: why Ukraine should legally close the issue of "control over ZNPP"

The Russians have disabled response to accidents at the Zaporizhia NPP, because there is no equipment and no fire department in case of a possible disaster. Also, according to the acting head of the State Nuclear Regulatory Inspectorate — Chief State Inspector for Nuclear and Radiation Safety of Ukraine Oleh Korikov, two weeks ago automatic transmission of radiation monitoring data from radiation monitoring sensors located at the ZNPP industrial site was switched off on a command from Moscow.

According to him, the Ukrainian team at the ZNPP records these indicators manually, but the occupiers are preventing the station's staff from implementing the decision of the Ukrainian nuclear regulator to put the 5th power unit of the ZNPP into the "cold shutdown" mode. 

The State Nuclear Regulatory Inspectorate of Ukraine (SNRI) issued a relevant order five days ago, but the occupational "management" of the plant acts not from the viewpoint of the nuclear power plant safety but on orders from the Kremlin. They do everything illegally and they know it very well. After all, Russian nuclear workers are complicit in the terrorist seizure of the ZNPP. They don't need to keep the facility safe. They need to continue blackmailing Ukraine and the world. If they implement the order of SNRI, the blackmail will lose its power in many respects.

Unfortunately, although Ukraine has proposed the IAEA to support us and help shutdown Power Unit No.5 of the ZNPP to cold reserve, the IAEA Director General Raphael Grossi is unlikely to have any influence.

First of all, he does not take a firm position — he visits Russia, meets there with the Russian energy sector and Rosatom management. He is playing a double game that is not good for the safety of the ZNPP.

Secondly, according to foreign media, Grossi's visit to the ZNPP was postponed "for security reasons."

Thus, in my opinion, SNRI should consider immediate suspension of the license for the ZNPP operation (and this should have been done immediately after the occupation of the station). After all, a strange situation emerges: a Ukrainian license is in place, but Ukraine neither controls ZNPP and nor influences its operation, the facility is completely controlled by the occupying state, which does not comply with the Ukrainian or international legislation on nuclear safety.

That is, we do not control anything, but we legally agree that the license is Ukrainian. So, if something happens at the ZNPP, the invaders may say: "You see, we have a Ukrainian license! The Ukrainian side itself agreed that we operated everything normally! Everything was fine with us and they did not deny it! And then they blew everything up themselves..." Thus, the presence of a Ukrainian license only further motivates the Kremlin to conduct a special operation under a "foreign flag".

We must deprive the Russians of the possibility of such blackmail. The occupying state must bear responsibility for everything that happens at the occupied ZNPP.
