On March 27, 2024, leading expert of social and gender programmes of the Ukrainian Centre for Economic and Political Research named after O. Razumkov Olga Pyschulina took part in a round table "Peculiarities of legal regulation of the exercise of the right to a pension in the conditions of martial law in Ukraine."
The event was organized by the Public Organization "Center for Legal and Social Protection of Citizens of Ukraine". People's deputies of Ukraine, representatives of central executive bodies, prominent lawyers, scholars, judges, heads of central trade union bodies, heads of public and veteran organizations were invited to participate.
The agenda included:
- state legal regulation of the pension insurance system under martial law;
- peculiarities of functioning of the solidarity system of pension payments and legal mechanisms of social protection of the population under martial law;
- employment history, as the main indicator of fair calculation of pensions;
- protection of social rights of internally displaced persons in terms of pension payments;
- consequences of the war: legal conflicts in the field of social protection of defenders of Ukraine and their family members;
- control in the field of execution of court decisions as a tool of protecting the constitutional rights of citizens to fair pension payments.
Olga Pyschulina noted that the system of joint pension insurance in Ukraine is currently in a deep crisis. At the same time, Ukraine has one of the lowest rates of social deductions among European countries, so Ukraine cannot avoid such an unpopular step as raising the single social contribution in order to balance the pension system and fill up the Pension Fund.
