Participation in the expert discussion of the balancing market problems in Ukraine

On January 9, 2024, the Director of Energy and Infrastructure Programmes of Razumkov Centre V. Omelchenko took part as a speaker in the Energy Club expert discussion "Balancing market problems in Ukraine during martial law and possible risks in 2024."

During the expert discussion, the following conclusions and proposals were made for state authorities and energy companies:

  • the current market model generates debts, and no pinpoint measures can change this, since the problem is systemic;
  • to improve PPE for the population;
  • to allow disconnection of non-payers;
  • the day-ahead market cannot serve as the basic indicator for the entire market. This function should be performed by the market of bilateral agreements;
  • to do away with the rigid connection between the day-ahead and balancing markets.
  • to strengthen interaction between the financial and physical markets;
  • to improve Ukrenergo software products used in trade operations;
  • to reduce the settlement period to D+1.

The expert discussion involved representatives of large energy companies and energy market experts, total — 17 persons. The event was organized by the Energy Club.
