Born in 1955 in Kyiv.

Education:

• Kyiv Polytechnic Institute, Faculty of Chemical Machine Building (1978).
• Participant in the "Fulbright" international programme of scholarly exchanges, University of Alabama, USA (1994).

Candidate of Technical Sciences. The author of over 25 publications and holder of several author's certificates.

Member of the International Association of Study and Use of High Pressure Technologies (AIRAPT) and the International Association of Scientists "Phi Beta Delta" (Upsilon Chapter).

• In 1978–1996 — worked for the Institute of Gas of the National Academy of Sciences of Ukraine;
• 1996–1997 — Assistant to the Prime Minister of Ukraine, and the Cabinet of Ministers of Ukraine;
• 1997–1999 — State Expert, the Analytical Service of the NSDC Staff of Ukraine;
• Since December 1999 — Director, Razumkov Centre Energy Programmes.

Most recent position in state structures — Department Director, Analytical Service of the NSDC Staff of Ukraine. Freelance consultant to the Verkhovna Rada of Ukraine Committee on the Fuel and Energy Complex, Nuclear Policy and Nuclear Safety.
