Political Reform Italian Style: Referendum on December 4, 2016 and its Background

This paper is devoted to peculiarities of institutional changes in Italy during last decades. Specifically, the results of the December 2016 constitutional referendum are analyzed in the context of permanent electoral reform as well as pre-electoral coalition politics. The author proves that the reforming initiatives concerning political weight of the Italian Senate are linked to long-lasting electoral system changes. The article sheds light to specifics of the changes — from candidate-centered open-list proportional representation and quasi-majoritarian mixed-member system to party-centered closed-list proportional electoral system with majority-adjusted institutional mechanism and in the backward direction.
